copy_and_send_tokens calls stamp only when enabled is True.

Records one event.

Parameters:

• ​event (Int): The event (DISPATCH_*).

Args:

• ​index (Int): The comm warp or publisher the event belongs to (0 for DISPATCH_CTA_INFO).
• ​value (UInt64): A timestamp, or the packed key or info the event documents.
