Throttle reasons that mean hardware performance-capped the GPU.

These reasons (thermal, power, sync-boost) are imposed by the hardware. User or application settings and GPU idleness are not hardware throttling. When stats.throttle_reasons is not None, intersect with set(stats.throttle_reasons) to decide whether a benchmark run was throttled: a bare non-empty list is misleading because "gpu_idle" is reported whenever the GPU was idle at sample time.
