Raised by InferenceSession.compile() when pre_jit stopped it.
With DebugConfig.pre_jit set, the graph compiler writes the Mojo
for the graph into DebugConfig.ir_output_dir and stops there, so
there is no compiled artifact to return. This is the requested outcome,
not a failure; callers that only wanted the emitted Mojo catch it and
carry on.
