DynamicInt
struct DynamicInt
A runtime integer value that satisfies OptionallyStaticInt.
Unlike StaticInt, the value is not known until runtime and is stored
in a UInt32 field. Use this when the integer must vary between
invocations, such as a dynamic sequence length or partition index.
