def is_w4a8_operand_pair[a_type: DType, b_type: DType]() -> Bool

Reports whether (activations, weights) is the mixed W4A8 pair.

Directional, for callers that name their operands: activations first, weights second. Once inside the kernel the two can arrive in either slot (see block_scaled_operands_compatible).

Returns:
